Reflagging in the Army

Appendix B

CSA Guidance for Regimental Study Group

Scope: Limited to air defense artillery, armor, aviation, cavalry, field artillery, and infantry regiments.

"Rules"

  1. Consider regiments by branch.
  2. Rank regiments within each branch using "Collins" methodology:
    • 5 points each regimental Presidential Unit Citation
    • 4 points each regimental Valorous Unit Award
    • 3 points each regimental Meritorious Unit Commendation, Navy Unit Commendation, and Air Force Outstanding Unit Award
    • 2 points each regimental campaign
    • 1 point each regimental Army Superior Unit Award and foreign unit decoration
    • 1 point each year since initial organization
  3. Determine relationships of regiments to divisions.
  4. Maintain at least one active element of each regiment on the active rolls where possible.
  5. Assign regimental elements to divisions, using traditional relationships and priority list.
  6. For maneuver elements, maintain more than one battalion of a regiment at the same location where possible.
  7. Use the element of the regiment with the best history, not necessarily the one with the lowest number, while maintaining division relationship.
  8. Minimize turbulence.

If the TOE force structure falls below planned levels, unit flags may be moved to preserve as many regimental colors on active duty as possible.
