The Thayer Personal Papers Collection in the custody of the U.S. Army Center of Military History consists of ten cubic feet of reproduced copies of original records. These documents were collected by Mr. Thayer from numerous sources during the years from 1967 to 1975. For most of this period Mr. Thayer served in the capacity of Director of the Southeast Asia (SEA) Intelligence and Force Effectiveness Division of the SEA Programs Office under the Assistant Secretary of Defense for Systems Analysis. In this position he was able to build up a reference file that is a valuable research tool for historians and students of the American involvement in SEA.
The value of this collection is chiefly attributable to four factors:
1. The high level of the operation directed by Mr. Thayer. This insured that the collected documents would be those of the policy making level. For example, numerous communications from the White House, the Secretary of State, and the Secretary of Defense are among the items found in this collection.
2. The time frame is of significance as it covers both the build-up and phase out periods of the American participation in the war in Vietnam.
3. While it is true that the original copies of these records are available elsewhere, they are widely scattered and not available in a single location as is the case with the Thayer papers.
4. The Thayer collection is of further value as a lead to other sources of documentation. Many studies (i.e.: Rand and Bendix Corporations) cited in these records are in themselves rich sources of information concerning U.S. activities in SEA.
This guide to the Thayer collection consists of two parts. The first briefly describes the contents of the individual folders and the second is an index to the major topics that comprise the collection.
Part I
Description of Thayer Papers
The contents of each folder are listed so as to identify the subject matter contained therein. The original file folder titles as created by Mr. Thayer have been used throughout. Also his original arrangement of the files has been maintained intact. The security classification of the documents in this collection ranges from unclassified through SECRET.

| Folder #1 | Behavioral Sciences Advanced Research Projects Agency - Contains correspondence between Dr. Lee Huff (Director) and all elements doing business with that agency. Also reports submitted to Dr. Huff during the period from July 1963 to December 1967. These reports originate from the field units of the agency located throughout Southeast Asia. |
